Does rotating a PDF reduce its quality?

No. A rotation operation only changes the page's stored orientation value — text, images, and embedded fonts are never re-encoded or resampled. There is no quality degradation from rotating a page, regardless of how many times you rotate it.

Will the file size change after rotating?

No, not meaningfully. Rotation modifies a small attribute in the page object rather than the content stream itself, so the output file is essentially the same size as the input.

Can I rotate a password-protected PDF?
